Watch: Wiltshire leader says growth is the main issue

Wiltshire Council’s new leader, Cllr Philip Whitehead, says rapid growth in adult and children’s special needs services is the county’s largest issue.

At the same time, he said the people of Wiltshire are “extremely lucky”.
